POEA bars recruiter for multiple offenses: Recruitment without job orders, collection of excessive fees, and failure to issue appropriate receipts.
The Philippine Overseas Employment Administration has issued five separate orders of preventive suspension (OPS) against All Overseas International Placement Co. Inc. after 38 of its applicants and the POEA itself filed complaints of various recruitment violations against the agency.
Administrator Hans Leo J. Cacdac said the private complainants alleged that they applied with and were promised employment as cleaners, housekeepers, waiters and waitresses in Palau by the agency. They were charged Php45,000 each as placement fee.
They claimed that All Overseas International failed to deploy them to Palau even after the lapse of 5 to 9 months despite payment of placement fees and numerous assurances from the agency staff.
Cacdac said the POEA motu propio filed its case against the agency after verification by POEA operatives that All Overseas International was indeed recruiting workers for Palau but without approved job orders.
He said the agency has collected from the complainants placement fees amounting to Php1,400,000 without the appropriate receipts.
Cacdac said the orders of preventive suspension temporarily disqualify All Overseas International from recruiting and deploying overseas Filipino workers pending the investigation and resolution of the cases filed against it.
