Philippine Red Cross officials appealed to the international Red Cross and Red Crescent movements to provide “assured lifelines” to vulnerable migrants — including overseas Filipino workers (OFWs) — worldwide. The Department of Foreign Affairs (DFA) said the lifelines include improved procedures for contact and coordination between migrants and embassies, consulates, local authorities and Red Cross National Societies (NS). Former Sen. Richard Gordon, who chairs the PRC, made this plea for the assured lifelines during the 31st International RC Conference held in Geneva, Switzerland from November 28 to December 1, the DFA said in a statement. For his part, Philippine Permanent Representative to the UN in Geneva Ambassador Evan Garcia cited the Philippines’ cooperation with international organizations and the Red Cross movement for the evacuations of OFWs in the Middle East earlier this year. Garcia also called for enhanced multi-stakeholder cooperation between migrant sending and hosting states, with the support of the RC movement. “The RC Conference’s resolution on migration encourages states to strengthen domestic legislation to allow RC National Societies (NS) to provide humanitarian assistance to vulnerable migrants. An important theme of the discussion on migration was the need to provide assistance to migrants irrespective of their legal status,” the DFA said. A number of RC NS said they include undocumented migrants in their range of services, some even allow such migrants to serve as NS volunteers. The need for a coordinating body in the RC system with states for migrant protection was also raised. The Philippine Delegation to the RC Conference, co-led by Gordon and Garcia, also included PRC Secretary-General Gwendolyn Pang, PRC Governor Rodolfo Reyes, Minister Jesus Domingo and Attaché’ Hossana Dela Cruz. — KBK, GMA News
